  • Published after the Union troops had occupied New Orleans, seeting up a military governor. Governor Moore had moved his capital from Baton Rouge to Opelousas in 1862, and in 1863 moved it to Alexandria and later to Shreveport. Thomas C. Reynolds was elected lieutenant governor of the state of Missouri in 1860. In 1862, at the death of Governor Claiborne F. Jackson in 1862, he assumed the authority as the Confederate governor of Missouri without a capitol. He spent most of the war in Richmond
